Is it possible to restrict the tooltip balloon information or format it through a template?

Yes the data shown in the event bars and popup balloon tips can be edited. To change the balloon tip contents you can edit the Balloon Template, in Tools > Options > Templates, and select 'Event - Information Balloon'.
