There is not enough licenses left for me so I get license limit reached

Our service/software is licensed per user, meaning your company needs to buy a license for each user. It is not a floating or concurrent license model.

Somebody forgetting to logout has no effect. Once a license is given to a user it is not released when they log out. So nobody ever needs to logout.

Your company can choose to release/remove a license from one user for another to use.
